Library funding is almost always justified through patron numbers. The more people a library serves, the more funding it gets. So even if you don't regularly use a public library, get a library card. It costs you nothing and helps everyone in your community.

Spam wasn't consumed en masse until World War II. It's a food that can last in more dire situations or when other food isn't readily available and that's why it's popular in both places (because they both have a high concentration and were impacted by the US Military).
While both are in the Pacific Islands, Okinawa isn't a Pacific Island in the Pasifika sense. In that scenario, it's probably the other way around in that Hawaiʻi has a large Okinawan population (Japanese don't consume pork like Okinawans do). But personally, I think it's the US Military influence.
