As long as feedback loops work as expected, I agree. Often students are intimidated to fill out the evals and honestly believe these go nowhere. I also agree that public statements/grading about any professor must not be done anonymously.

I always give an inspiring mini talk before evals, and students do tend to fill them out. It's a way to have real impact, imo. I also sit in the appropriate committees here that read evals and then take action if evals are not great, so at least my institute does care.
