I think I best know about because the late horrible but great cartoonist David Dees was obsessed with them and filled the sky with them in every image he created. Only right wing cartoonist I kind of tolerate because his images are striking and his horriblness was caused by severe mental illness

Someone once said "State legislatures are the Florida Man of politics" and I think of it every time something like this comes up. Used to have a friend who'd repped Wichita in the Kansas legislature and had some hair-raising stories about things western-KS legislators thought or proposed. 😬
