Is there any risk of 50 year old+ metal bent into shape and submerged in water for corrosion? In a state that probably salts its roads?

I live in a city that recently had a bridge fall down because the anti-rust structural steel is only anti-rust if the structure's drainage works (and it was clogged for years).
