You can also sync a list to a feed, so the feed only shows people from that list. The useful features of doing that is you can filter out replies using a feed, only show main posts, only show posts with images, only show posts with certain words, ect. It's like a moderated list you can pin.

But feeds on the other hand are custom feeds people can add to their pinned feeds. You can change what shows up in them through coding, so you could show specific people, mute certain words, only show posts with certain words, ect.. I made one that shows all posts with my art tag for example.

So think of them as a bundle. I have tested starter packs and unfortunately after creating one I realised you can't willingly add/remove users from it so it might not be a good idea to have one to promote others (it's probably better to make a list).
