Yes. And at the time the slogan was coined, it was transparent to people, but I had to think about it to understand what they meant.
wait, I thought they used that phrase because it WAS already common (“it never rains but it pours”) and played on it to emphasize the non-caking nature of their salt (due to added maltodextrin)
