If you need to demand presence in office when no constraints require it, might be worth refining your mission instead of creating a caste system You do need some irl face time to promote espirit d’corps but I think 1-2/week local is more than enough and 1/q travel for distant remote people
I have clients across the spectrum from full in-office policies to fully remote. Effectiveness is entirely about managerial skill and worth of missions. Location mattering beyond physical constraints is a sign of poor management. That said remote work tech could use improvement past Zoom era
