I take it that you mean something other than a regular permit? (The area is so pretty I’d love to shoot there if possible, hence the questions ^^;)
We had gotten written permission from someone who worked at the gardens before they shut down cosplay of any kind - since we had that in writing they let us shoot but told us we wouldn't be able to again ):
