Something about this "replacement theory" kept niggling at me. Then I figured it out. Yes, it makes of Hitler, BUT you dine have to go back nearly that far....
Reagan with his "welfare queens" and "war on drugs" (especially the crack is worse than coke = more prison) The effect was to separate black families and break down their communities. That's where I, personally, remember first hearing about this.
