Pragmatism is fine until tampering with the data has knock-on effects. In this instance, changing the data makes no meaningful difference (except to apostrophe bores) but at the same time it’s unnecessary because it’s easy to code your way around it. Changing the data in this case is just lazy.

Yup. Either lazy or a sign of poor skills. Comparisons of IT professional salaries in public and private sectors frequently make me wonder how the public sector is meant to attract/retain staff with the skills they need. This sort of thing (I believe) is the result.
