I mean, most police action is non-violent and the majority of it is ostensible nonpolitical in that it does not explicitly discriminate by political party, and so is most imprisonment as well. The State Department's stipulation is "...by subnational groups or clandestine agents," FWIW...

...that would let in US State politically motivated violence against NGOs or activists, for instance.
Police action is essentially violent because any attempt to resist the police generates a violent response. The violence doesn't go away just because most people cooperate. The violence is in the service of the state so it is essentially political. Anyway, this is a bit of a digression.
