$1/word is not competitive if the writing you're asking for requires deep, technical understanding. $1/word is not competitive if you're looking for a veteran/experienced freelancer. Please stop describing freelance jobs as 'competitive' when they are not.
Competitive pay means that the rates you're offering will out-compete other companies and what they offer so that you can secure high quality work/freelancers. $1/word is not competitive if the writing you're asking for requires a deep level of expertise.
