It's not the focus of your story, but you hint at it slightly, but the history of American Zoetrope explains why this film exists and why it's one of the last. Coppola isn't newly disgusted by the studio system, he's ALWAYS been disgusted by it.

Reading this article (which I totally agree with) reminded me that despite its prominence in the marketing, the whole time stop thing isn’t even that crucial to Megalopolis’ plot. (Maybe it’s a metaphor about Cesar’s desire for control, I don’t know.)
