If I remember correctly, a lot of US state governments hoarded the money in rainy day funds and in others that actually gave the funds to school districts, some districts spent it on upgrading sports facilities like football stadiums. As the wife of a teacher, it was infuriating and depressing.

Good find! I think the need (er market, ugh) is out there for a quick on demand window filter that in one quick movement is sealed but also can be slid away when not needed and also easy to swap out for fresh filters. Let’s go engineers of the world! The people want fresh clean air!
