My claim is essentially: Despite the fact that local governments like cities typically have little official role in planning transport projects, their elected leaders are able to claim authority over planning. The result is that metropolitan projects come to reflect local goals.

I don't argue that metropolitan institutions don't matter: They're key to getting projects funded & built. But my findings suggest that local leaders have massive sway over how those projects are designed. Institutional configurations only matter to a partial degree in planning!
