Golden Age Superman also engaged in single-handed slum removal, automobile safety, public housing, and international relations. In an era as corrupt and agitated as the 1930s, Superman had to take an active role in creating a better world instead of preserving the status quo.

Superman destroys "festering slums"—"Here's one fire-trap less!"
Superman destroys a car lot filled with traffic violators' autos—"I think I'm going to enjoy this private little war!"
Superman apprehends Hitler and Stalin—"Next stop—Geneva, Switzerland!"—and brings them in front of the League of Nations for judgment.
Superman clears away substandard public housing—"So the government rebuilds destroyed areas with modern cheap-rental apartments, eh?"

When Clark realizes that because a bunch of poor people technically have homes (shanty houses) and if they get destroyed then the govt will build new ones, he razes them all to the ground lol

This is from one of the first 3 Superman comics and it directly states he’s “champion of the oppressed”. But he later became utilized for American propaganda and a lot of his “boring boy scout” reputation comes from that very limited writing. They definitely do the character so dirty.

Two panels from an early Superman comic. The first panel says “Early, Clark decided he must then his titanic strength into channels that would benefit mankind • And so was created…” (Continuing into the second panel) “Superman! Champion of the oppressed. The physical marvel who had sworn to devote his existence to helping those in need!” Superman stands posed above the text in the second panel.

Literally a Social Justice Warrior. Grant Morrison talks a lot about the "hostile makeover" from the original version of Superman to the post-WW2 Big Blue Boy Scout in their book Supergods.
