That’s not totally true in the construction of modern America, never mind Europe after the war. Your thesis works for civil rights in the 50’s and 60’s, but not the end of slavery (which was a secondary concern of Lincoln at the start of the war caused by it) or the modern welfare state.

Western Liberalism has survived, not because liberalism itself, but because Western "democracies," in order to maintain the appearance (not necessarily the reality) of democracy, have to allow at least some (limited) amount of dissent. 2/3
