"... in my pocket ..." That's interesting phrasing. The common usage of the phrase that I'm familiar with implies a sense of ownership, that they were at least in some sense *bought*, with bribes, favors, blackmail or whatever. Given his "business" background, maybe that's how he thinks of it.
