Yeah, switching from cooking with gas to cooking with electric, or vice versa, is a calibration shift. It can throw people off pretty significantly when the heat source suddenly behaves differently! But it IS just a calibration shift. You can get all the same outcomes either way.

In reality, local govs use some mix of all 3 in their IZ programs. Sometimes the calibration seems to work, others it’s still detrimental to housing development. When Seattle upzoned but added IZ, the IZ cost outweighed the upzoning benefits and actually discouraged development

One thing I really like about the Wii version is that you can both turn off the cross hair, as well as set a custom calibration for aiming - which really makes it feel like you're using an actual light gun. It's quite nice that they feature that option.
