All carriers should have a default to just not connect "potential spam" calls. I like the label, but I shouldn't ever see it come up when my phone is ringing.
Domestic doesn't care, but foreign carriers (at least in my limited experience so far) do -- since I don't have a doctor's note for the bonus CPAP, I didn't want to take the chance

You’re probably on an auxiliary route. A zip code is divided up into 8 hour routes with regular carriers and if the workload of the zip isn’t divisible by 8 the extra is on an aux that is delivered as overtime or by new carriers. Auxiliaries are close to the station to reduce travel time.
in all honesty, i'm a technician at a medium sized ISP. we just don't care, but especially cell carriers are heavily incentivized to throttle that content to save airtime on cell bands, because bandwidth and FCC licensing for that bandwidth is expensive and hard to come by. but you're not wrong lol
