I suspect that the big motivations behind why people instinctively find the "grabby aliens"/"hard locks" solution to the Fermi paradox so immediately appealing is both the idea of aspiration, and ascribing intention. It's no wonder that it came from a capitalist economist formerly employed by DARPA.
