Battery packs are sealed and are tested in submersion tests to pass FMVSS regulations before released to production. Sustained submersion will eventually increase the possibility of failures as they are cars not submarines. It is a very bad failure mode.

NHTSA’s revisions to FMVSS are now subject to a 60-day public comment period.
