I mean, there are compromises to be made. Mitigating circumstances. Variables with unknown values. Tamping down a pandemic is not cut and paste, and there are competing interests, even to the point of decisions that can determine who lives and dies. This isn't easy stuff.
I don't think that a substantially more ambitious plan than ARRA would have gone through Congress. The legislators think of pandemic and financial shocks as being very different (and that's bad!).
