Nice work by Zac Hall of UC-San Diego on dominated plan choices in Covered California and the role of assistance on getting people out of those choices acsweb.ucsd.edu/~z1hall/pdfs...#HealthPolicy

Nope, not Silverloading, or at least not causal from Silverloading as we should have expected a discontinuity in 2018 or perhaps 2019 with lags and maitenance of trend after that (we don't see this). Probably a function of # of insurers in markets plus idiosyncratic variation within insurers

IIRC Matt Fielder from Brookings was antsy abt eliminating Silverloading and replacing it with permanent ARPA/IRA ACA subsidies and tying the benchmark to the Gold level. Anyone understand why? Maybe it was just the ARPA/IRA part because that could lead to more people picking silver instead of Gold?

Nice part of doing an ACA dissertation is that the picture below is actually productive instead of merely productive procrastination --- Average AV of Gold plans sold on Healthcare.gov after #Silverloading Small surprise it was above 78% AV for 2019-2022 when minimum allowable 76 #HealthPolicy

I at least need a conceptual model for each Aim to explain to my committee just what the hell Silverloading is and why it matters (demand curves slope down and all but risk adjustment does funky things) Not sure if all of them are in my final proposal but as prep work I need them.

Looking at the ratio of Gold to Silver premium is an effective way to identify an insurer-county-year Silverload/Broadload policy Nice example in West Virginia which went from regular load to broad load to #Silverload

Ratio of least expensive Gold to Silver Premium by Highmark BCBS in Brooke County WV to identify time periods of Broad load (2018-2021) and Silverloading (2022-2023)

Gonna do a #Silverload aim for my dissertation ... a committee member was not surprised at that declaration but thought that is my dominant ACA topic --- Only 7 of the 22 ACA papers I've published are mostly about Silverloading Would have thought a few more would hit #HealthPolicy
