Yes. As Nicholls and Ferguson put it in Bioenergetics 3: even if you had a whole ocean's worth of an equilibrium mixture of ATP and ADP you could't get any useful work from it. The "energy stored in bonds" only becomes useful when it reacts (with water), at equilibrium that doesn't happen.
