I think you are referring to Ajit Pai ? He was at the FCC not FTC though and thats why net neutrality was under his purview. It’s all indicative of a horrid R controlled system tho yes.

My guess is it’s regulatory jurisdiction. The FTC covers most everything but mobile phones are the FCC.
