Exactly. Just World Fallacy. They are Good People, living their lives Correctly, and therefore will never have anything bad happen to them. That said though, some folks just can't grok Big Things like natural disasters. It's just too much, too overwhelming, they can't get their brains around it.
Killer part for me is that people will mount a high horse when people in Republican ran states are suffering is the fact that people simply don’t grok large cities in Democratic led states having absolutely horrible anti-Black policies that reaffirm the logic of the anti-democratic GOP led states.
