Wouldn't the £20Bn be better spent on say Geothermal , solar and wind and tidal energy production and electrification of Industrial processes ?

I'm looking at different projects that are shifting glass production to electricity. A UK company Electroglass has been providing electric furnaces and other equipment for decades! Some glass companies are starting new electric glass factories.

I agree. Steel in particular is likely a good investment to move to all electric.
