I think perhaps this is a plan that makes more sense to economists than environmentalists and scientists. Economists espouse ideas such as paying one group of people to dig holes and another group to fill them in as a way of creating jobs and economic growth.

I understand the wish to ease the transition for workers. There are better ways of doing this though. Texas is using the skills of ex oil workers to drill Geothermal wells. Once drilled. These provide limitless energy forever. Much better investment of £20bn and the careers and of skilled workers ?
