A more flexible degree structure -- one that allowed students to complete faster or slower -- would be very beneficial. But at the moment it is not compatible with the funding regime.
Many undergraduates give every indication of needing more time, not less, to complete their degrees. The three-year degree time requirement is based on the now largely mythical ability of students to devote 40 (or more) hours per week to study in termtime.

I find the online Stanford Encyclopedia of Philosophy quite helpful -- clear introductions, and well-structured entries that allow you to dig deeper but also skip over stuff that's more detailed than you need.
