I don't think they are fully interchangeable, I would not presume to know someone's gender even if I knew their sex, or vice versa. In aquaria people usually ask for breeding reasons - in which case I think gender is the wrong term, but it appears an increasingly common usage - language changes.
Gender has replaced sex as the favoured word in general usage. Partly, because it's seen as more inclusive, also usage trend. I see it in aquarium forums; people asking about their fish. You are assuming a lot about that animal that can't talk when you ask us to tell you its gender!
