It has been a crime since the 1950s to wear a mask in public in North Carolina. But there are exemptions, including for Halloween or specific types of work that require face coverings. The exemption also allows for members of a secret society or organization to wear masks or hoods in a parade or demonstration if they obtain a permit.

"So this bill will protect the Ku Klux Klan to wear masks in public, but someone who's immunocompromised like myself cannot wear a mask?" said Sen. Sydney Batch, D-Wake, who was diagnosed with breast cancer in 2018.
