No, they can't.
If we made an absolute rocksolid commitment to decarb energy as rapidly as possible how long would it take? A decade? Two decades? We're gonna need offsets even if we do everything right, and it's not just us, there are going be places that can't decarb as quickly, and offsetting them will help too.
