Environmental reg nerds of 🦋! I would love for my students to submit a public comment as part of class this semester but there aren't great options on regulations.gov. Is there a state-level environmental regulation that you know of that's open for comment or is about to be?
NYS’s cap and invest program is in the works and will be taking comments til March 1, 2024! interesting stuff! they are looking to operate differently in some real ways from other cap and trade markets that have already launched capandinvest.ny.gov
The CA Low Carbon Fuel Standard currently has a 15 day regulatory comment period open right now (13 days left) and there will be one more public comment opportunity final hearing Nov 8th, though those are more about finalizing the public record, rather than actually improving the proposal.

State Public Utility Commissions usually have multiple dockets open at once that are asking for public comment. For example: mn.gov/puc/get-invo... Resource plans (for states that do them) are important
Does the vehicle pedestrian safety standards one stray too far from environmental for what you have in mind? Because I'd love to see that one flooded with comments. "Car standards that make it acceptable to travel outside of a car" is my environmental take. www.regulations.gov/document/NHT...
