The models that can run on your phone are way smaller than chatgpt. And water may not be "destroyed" but it can be made unusable for various reasons. Stop being deliberately stupid about it

There's also no reason to assume it will get more efficient. This is not always the case and the plans for always bigger models suggest things are not going to improve, at the very least in the training side
