I'm just skeptical, but maybe I'll be pleasantly surprised. I'd say the best you can do is publicly call out companies that raise prices above and beyond increased costs as evidenced by shareholder earnings calls (where it's illegal to lie). Otherwise the best you can do is checks/tax credits.

i think if it's tied to emergency declarations, it's easy to compare price changes before and after the emergency, along with a way for the public to report price gouging, will discourage a lot of problems
