Yes, but I think it should be up to the authors whether everything (reviewer comments & rebuttal) is published or nothing is. I don't think reviewers should be able to opt out – they can already be anonymous. Opting out gives cover to potentially nasty or biased reviews.
I think it is a good direction for JoCN. The key is to also be transparent about impact scores because that is so important to editorial decisions (at J Neuro anyway).

I think so! In my view, peer review should be seen as a scholarly contribution, and we can create that reward structure only if the reviews are in the open. That way, those who are conscientious and thoughtful evaluators of research can be recognized as well.
As long as you don't decide to publish papers regardless of the outcome of the review process.
Yes! Open peer review is the way forward. Based on mixed experiences with other journals though, I would say try to open things up while keeping everything else the same (rev numbers, timeline, etc.).
