There are "guidelines" but just like NIH, each score isn't explicitly defined / doesn't have certain tick boxes.
We've had some training on comments and bias, but I've seen some dire commenting happening in the in person review sessions.
I've reviewed several times and in each training session, it's emphasized that there isn't a strict rubric to define good, very good, etc, because they want it to be up to reviewer interpretation.
