As far as I know hashtags should not be in there but people with visual/cognitive impairments should weigh in on this. I've been told to think of it in terms of someone using a screenreader and I wouldn't want to listen to something reading out "HASHTAG TREE. HASHTAG NAP. HASHTAG RIPVANWINKLE."

I have been told directly by a blind disability access specialist who campaigns for alt text on Twitter that hashtags are not best practise because who wants to listen to # over and over. Hashtags belong in tweets or replies. They also need each word in them to be capitalised so they read properly.

A screen reader can read all the text in a post, alt text should be just a replacement for the image it is attached to. What you are missing if you can't visually see the image is what should be captured in the alt text, nothing extra.

Well, hashtags work in certain third party clients, but not in the official one and not in ALT tags at all, so I'm not sure why anyone would use them in the first place.
