I'm assuming this is unblockable, but still hardly seems that bad given everything else I saw on the CB stream for this game...

It is, and it's actually pretty bad lol especially in Climax Time

it also moves backward, hits fairly fast at close range and is fully invincible on startup. it turns Skull into a character who just does this and charges meter to do it. he’s banned but he’s far from the most fucked up of the banned characters
