This version of the citadel shows up in All-Star Squadron!
It also appears in Superman Family #217, the issue where Metalo returns. Metalo has used a ray to sap Superman's strength so Superman goes on a quick training regimen to get back into fighting shape. It feels mostly like an excuse to show Supes doing silly exercises again. bsky.app/profile/jjak...
