The likelihood is that this is a rhetorical intervention, more than a policy intervention. Jenrick and Badenoch are making pretty similar cultural arguments to each other & to Braverman previously (though Braverman, Badenoch may get a somewhat higher profile when they say similar things to Jenrick)
Leading critic of the 2 child limit gives up any power they had to affect the policy. The question is whether it goes at budget 2025 or later in the Parliament. Labour backbenchers are pretty much the only group able to influence the timing from 'outside' So yep child poverty just got a reprieve
Among other things, this is just Grade A political ineptitude. You've carved out a space where no matter how difficult you are internally the whips have to give you softer treatment, it's right at the start of a five year parliament, etc etc.
