One of the things that irritates me about the "fuck behavioral change" crowd is that they treat all drivers as unthinking animals, constrained only by their fear of damage to their vehicle. But I obey the limit (though I rarely drive). So do others, to varying degrees. This bottlenecks speeders!
FWIW, there's a bit of a halo effect to lower speed limits. Yes, you need traffic calming or it's still too easy for drivers to floor it, but it's also true that drivers who do obey the law essentially set the pace for other drivers, which does lead to safety gains.
