When I was EIC I would 1) start by searching the pool of our past reviewers for people with a database record of thorough & thoughtful & on-time reviews. Problem is, this pushes the issue of inclusion onto the AEs who choose reviewers. 2) search DiversifyEEB database 3) solicit suggestions from AEs

Sometimes I took a chance on inviting someone who wasn't a past reviewer / author with us, precisely to diversify our AE board (especially geographically). This usually worked out quite well, but still required familiarity with relevant researchers of the right career stage
