From your chart it seems that not only are a large number on low incomes paying penalties, but more of them are paying penalties than than those in other income brackets.

HMRC in disarray? Just tried to charge me interest on payments on account but I’d claimed successfully to reduce payments on account to 0. Had to phone last yr to get confirmation sent in writing as no reply to claim after ~10wks. Lucky I kept the evidence. Now had to write to them with it.HMRC in disarray? So over a hundred thousand people were fined who were under the £12500 threshold, and should not have been, is that correct?

It happened to my elder son while he was working as an NHS locum doctor. His income dropped when he got long covid. He won on appeal but I think the bill would have been north of £1000.

This happened to my husband. He was self-employed but then got a PAYE job, just at the same time we moved house. The reminder letters all went to our old address, he ended up paying over £1000 when he didn't owe any tax.

Not quite the same but I know of someone who paid his tax on time but forgot to click the final submit button for his tax return and HMRC fined him into four figures when all was said and done.
