(1/2) True story: in high school I went with my sister and friends to Chicago on a road trip. In a moment of sheer teenage lunacy, we drove to the Navy Pier instead of, I don't know, taking a bus or train from the hotel, and thought we could find parking on the back side. No dice. It gets worse.

TIL that Torrance, CA has an ordinance against charging for parking. There's never enough of a free thing, so they ban overnight parking instead. People can't take transit from Torrance Transit Center to LAX, bc they can't park overnight. That's the high price of free parking!
I think these are most prevalent in Seattle, Portland, and LA. The Dude in The Big Lebowski lives in one!

This law has made it possible to build Nashville’s tall skinnies, which are detached duplex units on a single lot. Under the HPR law, the houses are generally owner-occupied, and the lot land is owned by a non-profit that the homeowners share.
