I'm from Puerto Rico, and 7 years after hurricane Maria, Fema has only finished a fraction of what they set out to do, in part do to their budget shortfalls. There are other factors but that one's a big, glaring one.

As an employee of another fed agency w some of the same issues-it’s not just low staffing and not enough $ to get things done. It’s institutional knowledge that’s been lost. So many people have quit, and the mgmt level is more concerned w moving around/getting promoted, not leading.
