There was a bill in VA about this, I don't think it passed. The complaint from yard work companies was "but we'd have to recharge, like, SO MUCH.". The horror!

Like yes, making the job more environmentally and accoustically friendly will make it harder for them. That's the point. Boohoo. So sad.
