The thing is. As useful as they are for us. Yes, the emulators are not illegal, as long as they're not using source codes from the original systems.( I refer you to Bleem!) The roms, yes, are illegal. Plus, any emulators that use original source codes(Yuzu being one of them)

What was it again? Piracy is a supply and demand issue? The easiest way is to stop it is supply the product themselves, especially when doing that MAKES them money over spending it on lawsuits trying to stop it.
