By the time of the PSP release of Rewrite, that certain character finally had a sprite, and really any side character that needed voice acting was given that. The game is largely voiced at this point. Kotarou's lack of voice acting for a massive majority of the game is intentional and goes unchanged

It's the PS3 release of Rewrite where things start to diverge beyond the game's favor. Many of the censorship cuts in Rewrite+ surrounding drugs and violence for instance in fact originate from the PS3 script (as is noted by developer comments within the files of Rewrite+).
